Chairman Fagan called the meeting to order at 1:00 p.m. Following the Pledge of Allegiance, Chairman Fagan asked if there was anyone from the public who wished to address the Board.
PUBLIC SPEAKERS
Stephen Ferjanec, 308 Saltsman Road, St. Johnsville, NY: Mr. Ferjanec introduced himself and asked how many Supervisors here today are a Veteran. He expressed that seeing none, no one here understands the Veterans Administration process. He stated that he is a retired Marine and expressed that every military branch is equal and they all work together. He stated that there are 3,711 Veterans in Fulton County, 506 in Hamilton County and across all 62 counties in the State there are 737,765 Veterans. He then stated that there are approximately 19,466,000 Veterans in the United States of America. He said, in his opinion, former Veterans Services Agency Director Daniel Engel worked full-time for the first few years of County service, but was only making a part-time salary. He expressed that Mr. Engel should be reinstated.
Mr. Ferjanec also stated that the Health Insurance Portability and Accountability Act (HIPAA) is not being taken into consideration where the current Veteran’s Service Agency is located and that is unsatisfactory. He stated that the “secretary” should not be able to hear confidential information and conversations between a Veteran and the Veteran’s Services Agency Director. He also stated that a Veteran has to follow proper procedures and know who to contact to eliminate extra work. He stated that Mr. Engel increased County revenue.
Mario Cristaldi, 5 W Finch St., Broadalbin, NY: Mr. Cristaldi stated that the Broadalbin Robert Lee Walsh Post 337 has approximately 900 members, which is very large. He stated that as a 27 year Veteran, he found Mr. Engel not being reappointed by the Board of Supervisors to be “distasteful”. He expressed that he thought that something like this would not have happened to someone, especially to a Veteran like Mr. Engel. He expressed that he knows two things: 1) this decision was political and 2) it was personal.
He stated that the Board of Supervisors has created a mess and Veterans of this area need help. He expressed that there is no plan in place moving forward and stated that more work is going to be pushed on to other people in other nearby counties. He stated that he thought the Supervisors had more intelligence than this and that he is ashamed of all the Supervisors. He stated that this is something the Veterans are not going to forget because they take this personal.

Rick B., Broadalbin, NY: He stated that the decision not to reappointment Mr. Engel is a “disgrace”. He stated that Mr. Engel helped him and his brother in the past to get the services they needed and deserved. He expressed that now the Veterans do not have a representative in Fulton County to represent the Veterans. He stated that he served in Vietnam and now is being “shafted”. He stated that it is a disgrace and you are supposed to represent us, this is political, and he worked for 6 years and was the best we have had in decades. He stated that it is a lot of work for the vets to get what they deserve.

Personnel: Mr. Callery stated that negotiations are starting next week for the Fulton County Sheriff’s Office Alliance.
RESOLUTIONS (TITLES ATTACHED)
Resolution No. 7 (Resolution Appointing, Reappoint and/or Confirming Members to the Fulton County Office for the Aging Advisory Board): Supervisor Horton advised that Town of Caroga resident Shirley Holiday is interested in the vacancy and would like to serve the remainder of the January 1, 2020 through December 31, 2022 term.
NEW BUSINESS
Mr. Greene stated that he recently spoke to former City of Johnstown Mayor Vernon Jackson. He stated that Mr. Jackson wanted to convey his thanks to the Board of Supervisors. Mr. Jackson has said that he wanted to attend the final Board meeting, but was unable to and that his communications with the Board of Supervisors have always been great. Chairman Fagan stated that Mr. Jackson is moving to a warmer climate and is looking forward to this new chapter in his life. Chairman Fagan also stated that the Supervisors wish him well.
Mr. Stead provided percentages relating to the 7-day rolling average for COVID positives. He stated that Fulton County is at 19.9 percent, Montgomery County is at 21.9 percent, Schoharie County is at 16.2 percent, Saratoga County is at 21.1 percent, and Albany County is at 19.8 percent. He stated that this County has been in the “mid-teens” for a few weeks now.
He stated that he just found out the State has announced that it will no longer require full contact tracing. If someone tests positive he/she will be traced, but all the associated contacts will not be, like they were in the past.
Chairman Fagan stated that there were a lot of demand for the “at-home” test kits that the County previously dispersed at public locations. He queried if the County expects to receive more of those kits. Mr. Stead stated that the County is expecting more in the next week; however, these kits were designated by the State for County departments and its employees. He noted that all local schools received large shipments over the New Year Day holiday weekend via BOCES. He also stated that there is another distribution expected over the next few weeks to schools.
Mr. Stead noted that there had been recent developments in the County-involved class-action lawsuit against pharmaceutical companies related to opioids. This involves the Allergan settlement and the County Attorney has an update.
Upon a motion by Supervisor Groff, seconded by Supervisor Bradt and unanimously carried, the Board entered into Executive Session to discuss pending litigation at 1:34 p.m.
Upon a motion by Supervisor Callery, seconded by Supervisor Bradt and unanimously carried, the Board re-entered Regular Session to discuss pending litigation at 1:48 p.m.
Mr. Stead reminded everyone of the social-distancing precautions for the meeting and that the floor of the Board Chambers is reserved for the Board of Supervisors members due to the trending increase in positive COVID-19 cases.

Upon a motion by Supervisor Callery, seconded by Supervisor Bowman and unanimously carried, the Board adjourned at 1:49 p.m.
