Chairman Greene called the meeting to order at 1:00 p.m. Following the Pledge of Allegiance, Chairman Greene asked if there was anyone from the public who wished to address the Board.
Robin Wentworth, 3 Orange Street, Gloversville, NY – Ms. Wentworth wished a Happy New Year to everyone. She advised that she was the Director of Admissions at the Wells Nursing Home in Johnstown. She explained that this year would be the 50th Anniversary of the nursing home and she will be organizing community events and hoped that anyone present who has not been to see the nursing home could call her to take a tour.
She further advised that the Wells Nursing Home is a skilled nursing facility, which includes 100 in-patient beds, also has an Adult Day Health Program and can provide Outpatient Rehabilitation.
Mr. Stead reminded Board members that the NYSAC Conference was coming up at the end of January and if anyone wished to attend, please see Teresa Perry after the meeting. Mr. Stead added that the conference fee is very expensive, so please only sign up if you are sure you will be attending.

CHAIRMAN’S REPORT
Chairman Greene advised that he has been signing a lot of contracts. He also advised that he will be scheduling meetings with County Department Heads to make sure that he is “well versed” with each of their departments.
RESOLUTIONS
Resolution on the Agenda were then deliberated on.
No. 31 (Resolution Appointing Members to the Fulton County Local Emergency Planning Committee for 2020): Mr. Stead advised that Supervisor Marie Born was interested in serving on this committee as a citizen member.
Supervisor Lauria made a motion to amend the Resolution to add Marie Born as a Citizen Member, seconded by Supervisor Argotsinger and unanimously carried.
No. 38 (Resolution Authorizing Certain Transfer): Mr. Stead explained that the employee that worked in the Veterans Service Agency has resigned her position. Veterans Director Daniel Engel would like to have a “stop gap” measure to bring back a former employee as a contractor for a few weeks until another person can be hired. Because it was at the end of year, Mr. Stead suggested that Mr. Engel transfer the money from a Payroll Account to a Contractual Account
OLD BUSINESS
Supervisor Lauria referred to an article from the Daily Gazette newspaper where Governor Cuomo blamed the 62 counties for the burgeoning cost of Medicaid. Supervisor Lauria said that he expects the Governor will push back the cost to the counites, “so be prepared.” He commented that Fulton County has stayed under the tax cap, so the Governor should control his budget too. He has a copy of the article that he will give to Mr. Stead or he can provide a copy if any other Supervisor would like one.
Upon a motion by Supervisor Fagan, seconded by Supervisor Bradt and unanimously carried, the Board adjourned at 1:20 p.m.
