Fulton County proposes an overall goal of 4.8 percent for its Disadvantaged Business Enterprise (DBE) program for FAA funded projects for federal fiscal years 2023 and 2024.

The proposed goal and its rationale are available for inspection during normal business hours at Fulton County Planning Agency, 1 East Montgomery Street, Johnstown, NY 12095.

Comments on the goal will be accepted by Fulton County Planning Agency, 1 East Montgomery Street, Johnstown, NY 12095 and the FAA Office of Civil Rights, FAA Southern Regional Office, 1701 Columbia Ave., College Park, GA 30337.

Notice of Public Hearing to Discuss Fulton County Community and Economic Development Needs

   The Fulton County Board of Supervisors will hold a Public Hearing on Monday, July 11, 2022 at 2:00 PM in the Supervisors’ Chambers at the County Office Building, 223 West Main Street, Johnstown, NY 12095. The Hearing is for the purpose of recording public comments on the County’s overall community and economic development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) funding applications for the 2022 program year. The CDBG Program is administered by the New York State Office of Community Renewal (OCR), and it will make available to eligible local governments approximately $20 to $25 million in FY 2022 CDBG funding for affordable housing, economic development, public facilities, municipal infrastructure, and planning activities, with the principal purpose of benefitting low and moderate income persons throughout New York State.

   Fulton County is considering an application for $300,000 in CDBG Public Facility funding to support needed heating and plumbing and other essential health and safety upgrades at the Paul Nigra Center for Creative Arts in the Town of Mayfield. The Hearing will provide further information about the CDBG Program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate project proposals. Comments on the CDBG Program and the proposed project or any other proposed project ideas will be received at this time. The Hearing is being conducted pursuant to Section 570.486, Subpart I of the Code of Federal Regulations (CFR) and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended. The location of the Hearing is accessible to persons with disabilities. If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of language translation services from English or other special needs, those individuals should contact the Board of Supervisor’s Office at (518) 736-5540 in advance of the Hearing date to allow for necessary arrangements.
