DECLARING NOVEMBER 2023 “EPILEPSY AWARENESS MONTH IN FULTON COUNTY” pdf

WHEREAS, three million Americans have epilepsy, making it the fourth most common neurological condition in the United States; and

WHEREAS, 1 in 26 people will be diagnosed with epilepsy in their lifetime; and

WHEREAS, for 7 out of 10 people with epilepsy, the cause is unknown; and

WHEREAS, advancing knowledge and promoting awareness of epilepsy and its many challenges is important to the health of all Americans, including our friends and neighbors in Fulton County; and

WHEREAS, even with available treatments, 4 out of 10 people with epilepsy have uncontrolled seizures; and

WHEREAS, the Epilepsy Foundation of Northeastern NY (EFNENY) offers programs and services at no charge to an estimated 45,000 people and their families, living in a 22-county service area in northeastern New York; now, therefore be it

RESOLVED, That the Board of Supervisors hereby proclaims the month of November 2023 as “EPILEPSY AWARENESS MONTH IN FULTON COUNTY”; and, be it further

RESOLVED, That the Board of Supervisors encourages all citizens, government agencies, public and private institutions, to better understand this disorder and promote epilepsy research programs that seek new treatments and a cure.


DECLARING NOVEMBER 2023 “FAMILY CAREGIVERS MONTH IN FULTON COUNTY” pdf

WHEREAS, Fulton County includes a growing number of caregivers in our community; and

WHEREAS, the Board of Supervisors recognizes the love and sacrifice of more than 50 million Americans providing crucial care and medical assistance to ensure the health and dignity of parents, children, siblings, and other loved ones; and

WHEREAS, the local community is made up of dedicated caregivers working tirelessly to ensure family members and other loved ones are taken care of; and

WHEREAS, the Fulton County Office for Aging and You works diligently to support caregivers and families’ health and wellbeing; and

WHEREAS, all citizens can work to build an even better community for our older residents by:

  • Raising awareness of family caregiver issues

  • Celebrating the efforts of family caregivers

  • Educating family caregivers about self-identification

  • Increasing support for family caregivers

  • Reducing feelings of isolation

now, therefore be it

RESOLVED, That the Board of Supervisors hereby proclaims November 2023, as “FAMILY CAREGIVERS MONTH IN FULTON COUNTY”, and urges every resident to recognize the contributions of our older citizens, help to create an inclusive society, and join efforts to support older Americans’ choices about how they age in their communities.


DECLARING OCTOBER 2023 “DOMESTIC VIOLENCE AWARENESS MONTH IN FULTON COUNTY” pdf

WHEREAS, domestic violence affects all New Yorkers and far too many people suffer abuse at the hands of a spouse or partner; and

WHEREAS, domestic violence victims can be of any age, race, religion, or economic status and the resulting damage is inflicted not only on victims, but their children, families and communities; and

WHEREAS, Fulton County’s commitment to ending domestic violence is exemplified by the work of county agencies and their employees that are assisting victims and their families; and

WHEREAS, the Board of Supervisors recognizes the outstanding work of the region’s dedicated not-for-profit organizations that serve victims and their communities; now, therefore be it

RESOLVED, That the Board of Supervisors hereby proclaims October 2023 to be “Domestic Violence Awareness Month” in Fulton County and encourages all county residents to participate in community awareness events during “Domestic Violence Awareness Month”; and, be it further

RESOLVED, That the Board of Supervisors joins with all citizens to support victims of domestic violence and to support the work of victim advocates, public and private entities and many others who have worked tirelessly to bring hope to the millions of individuals, families and communities harmed by crime.


DECLARING NOVEMBER 13-19, 2023 AS “NATIONAL APPRENTICESHIP WEEK IN FULTON COUNTY” pdf

WHEREAS, National Apprenticeship Week is celebrating its 9th Anniversary of raising awareness of the vital role Registered Apprenticeships provide by creating opportunities for apprentices to earn while they learn and preparing a pathway to good, quality jobs across the nation; and

WHEREAS, Registered Apprenticeship programs enable employers to develop and train their future workforce while offering career seekers affordable paths to secure high-paying jobs; and

WHEREAS, The Board of Supervisors recognizes the role of Registered Apprenticeship in expanding opportunities in our workforce for all qualified individuals, including women, youth, people of color, rural communities, justice-involved individuals and individuals with disabilities, to become apprentices and contribute to America’s industries; and

WHEREAS, Fulton County recognizes that Registered Apprenticeship, a proven and industry-driven training model, is a key strategy to improving job quality, and creating access to good-paying, family-sustaining jobs for all, to address workforce challenges, such as rebuilding our country’s infrastructure, addressing critical supply chain demands, supporting a clean energy workforce, modernizing our cybersecurity response, and responding to other economic issues; now, therefore be it

RESOLVED, That November 13, 2023 through November 19, 2023, be and hereby is, declared “Apprenticeship Week” in Fulton County; and, be it further

RESOLVED, That the Board of Supervisors encourages all citizens and businesses to raise awareness of the role of registered apprenticeship programs in building a diverse and strong workforce to strengthen our economy.


DECLARING WEEK OF MAY 14-20 OF 2023 AS “POLICE APPRECIATION WEEK IN FULTON COUNTY” pdf

WHEREAS, in 1962, President Kennedy proclaimed May 15 as National Peace Officers Day and the calendar week in which May 15 falls, as National Police Week; and

WHEREAS, our law enforcement agencies play an essential role in safeguarding the rights and freedoms which have been guaranteed by the Constitution to every American citizen; and

WHEREAS, Police Appreciation Week acknowledges the critical role law enforcement officers uphold and pays special homage to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others; and

WHEREAS, our dedicated Police Officers stand watch over our citizens, selflessly risking their lives to protect individuals, families, neighborhoods, and property against crimes; and

WHEREAS, Fulton County Deputy Sheriffs are dedicated employees with a commitment to protect our region’s citizens by stepping forward when called; and

WHEREAS, our City and Town Police, State Police, NYS Conservation Police and officers in other agencies all step forward when the call to duty comes; now, therefore be it

RESOLVED, That the Board of Supervisors hereby expresses its appreciation for the essential service, commitment and dedication provided by police officers, supervisory staff and support personnel and salutes the service of law enforcement officers throughout our community and in communities across the nation; and, be it further

WHEREAS, Fulton County includes a growing number of older Americans who contribute their strength, wisdom, and experience to our community; and

WHEREAS, communities benefit when people of all ages, abilities, and backgrounds are welcomed, included, and supported; and

WHEREAS, Fulton County recognizes our need to create a community that provides the services and supports older Americans need to thrive and live independently for as long as possible; and

WHEREAS, in recognition of the 60th Anniversary of celebrating Older Americans Month, the Board of Supervisors urges all citizens to join in the goals of this year’s theme “Aging Unbound”:

  • Embrace the opportunity to change. Find a new passion, go on an adventure, and push boundaries by not letting age define your limits. Invite creativity and purpose into your life by trying new activities in your community to bring in more growth, joy, and energy.

  • Explore the rewards of growing older. With age comes knowledge, which provides insight and confidence to understand and experience the world more deeply. Continue to grow that knowledge through reading, listening, classes, and creative activities.

RECOGNIZING FULMONT COMMUNITY ACTION AGENCY, INC. AND DECLARING MAY 2023 “COMMUNITY ACTION MONTH IN FULTON COUNTY” pdf

WHEREAS, Fulmont Community Action Agency is one of the 47 Community Action Agencies serving the low income, elderly and disabled residents of the State of New York; and

WHEREAS, Fulmont Community Action Agency has taken the lead in serving the low income, elderly and disabled residents of Fulton and Montgomery counties for over 56 years; and

WHEREAS, Fulmont Community Action Agency conducts numerous programs to meet the needs of Fulton and Montgomery County residents, including Head Start, Universal Pre-Kindergarten, Weatherization, EmPower, Senior Transportation, Community Services, Wheels for Work and Women, Infants and Children Program, and the Volunteer Tax Assistance (VITA) Programs; and

WHEREAS, Fulmont prides itself in continuously evaluating community needs, re-engineering itself and its resources and deploying solutions to assist the region’s most needy; and

WHEREAS, Fulmont Community Action Agency, in partnership with government, the private sector and low income citizens, continues to identify poverty conditions and pinpoint programs to help; now, therefore be it

DECLARING WEEK OF MAY 7-13 OF 2023 AS “CORRECTIONS OFFICERS WEEK IN FULTON COUNTY” pdf

WHEREAS, Corrections Officers, working in facilities at all levels, help keep local communities safe and help rehabilitate offenders; and

WHEREAS, Corrections staff have a difficult job, but play a vital role in the criminal justice system; and

WHEREAS, Corrections Officers, supervisory staff and support staff at the Fulton County Correctional Facility rise to meet the many challenges presented to them and fulfill an important public service; and

WHEREAS, the Board of Supervisors recognizes the key role of the Correctional Facility in protecting Fulton County citizens and in working to improve the lives of the incarcerated when possible; now, therefore be it

DECLARING WEEK OF APRIL 9-15 OF 2023 AS “PUBLIC SAFETY TELECOMMUNICATORS WEEK IN FULTON COUNTY” pdf

WHEREAS, public safety telecommunicators across the nation play a vital role in safeguarding the health and welfare of its citizens; and

WHEREAS, local communities rely on public safety answering points (PSAP), public safety communications centers, emergency operations centers (EOC), and other public safety command centers; and

WHEREAS, the Fulton County 911 Central Dispatch Center is a critical component of emergency communications and provides life-saving emergency services to the local region on a continuous 24/7 basis; and

WHEREAS, Fulton County’s Emergency Services Dispatchers and supervisory personnel provide their professional expertise dedicated to making sure that necessary public safety emergency response gets point-to-point in times of need; now, therefore be it

RESOLVED, That the Board of Supervisors hereby expresses its appreciation for Fulton County Emergency Services Dispatch personnel during national Public Safety Telecommunicators Week for their dedication to local communities’ safety; and, be it further

DECLARING WEEK OF APRIL 23-29 OF 2023 AS “CRIME VICTIMS RIGHTS WEEK IN FULTON COUNTY” pdf

WHEREAS, in 1982, the President’s Task Force on Victims of Crime envisioned a national commitment to a more equitable and supportive response to victims; and

WHEREAS, this commemorative week celebrates the energy, perseverance and commitment that launched the victims’ rights movement, inspired its progress, and continues to advance the cause of justice for crime victims; and

WHEREAS, crime can leave a lasting impact on any person, regardless of age, national origin, race, creed, religion, gender, sexual orientation, immigration, or economic status; and

WHEREAS, incorporating communities’ existing experts and trusted sources of support into efforts to fully serve survivors will develop a criminal justice system response that is truly accessible and appropriate for all victims of crime; and

WHEREAS, engaging a broader array of healthcare providers, community leaders, faith organizations, educators and businesses can provide new links between victims and services that improve their safety, healing, and access to justice; and

WHEREAS, honoring the rights of victims, including the rights to be heard and to be treated with fairness, dignity, and respect, and working to meet their needs rebuilds their trust in the criminal justice and social service systems; now, therefore be it

RECOGNIZING DONALD HOLDRIDGE FOR HIS COMMENDABLE ASSISTANCE IN SECURING A WANTED FELON pdf

WHEREAS, on Friday, November 4, 2022, Mr. Donald Holdridge witnessed a Fulton County Deputy Sheriff apprehending an individual along the highway in the Town of Stratford; and

WHEREAS, Mr. Holdridge observed the individual resisting arrest and rendered assistance to the Deputy Sheriff; and

WHEREAS, Donald’s assistance in securing the individual resulted in the arrest of a felon with a Fugitive Warrant out of Texas; and

WHEREAS, the Sheriff has complimented Mr. Holdridge for this citizen engagement that helped complete said arrest; now, therefore be it

RESOLVED, That the Board of Supervisors hereby recognizes Donald Holdridge for his quick action and aid in assisting law enforcement; and, be it further

RESOLVED, That the Board hereby offers its sincerest gratitude to Mr. Donald Holdridge for his exemplary assistance in the aforementioned matter.


RECOGNIZING SENATOR JAMES TEDISCO FOR SERVICE TO FULTON COUNTY AND THE 49TH SENATORIAL DISTRICT pdf

WHEREAS, the Honorable Senator James Tedisco was ceremoniously elected to represent the 49th State Senate District of New York State on November 8, 2016; and

WHEREAS, the 49th Senate District includes Fulton County, Hamilton County and portions of Herkimer, Saratoga and Schenectady Counties; and

WHEREAS, Senator Tedisco’s affable personality and record of firebrand leadership on issues important to his constituents made him a recognizable force in the Legislature; and

WHEREAS, Senator Tedisco’s accomplishments and advocacy have bound government and the community closer together for the betterment of Upstate New York and each and every constituent he serves; and

WHEREAS, prior to his election to the Senate, Jim served in the New York State Assembly from 1983-2016, including Minority Leader from 2005-2006, and immersed himself in advocacy for missing persons and animal cruelty, serving as Chair of the Assembly Minority Task Force on Missing Children and being a driving force behind the passage of Buster’s Law to protect animals against cruelty; and

WHEREAS, Senator Tedisco’s local tenure will be remembered as one of sincere partnership with the Board of Supervisors; now, therefore be it

RESOLVED, That the Board of Supervisors hereby recognizes Senator James Tedisco for his distinguished service on behalf of the citizens of Fulton County and the 49th Senate District; and, be it further

RESOLVED, That the Board hereby offers its sincerest best wishes as the Senator embarks on new challenges in the 44th Senate District.

Senator Tedisco thanked the Board of Supervisors for this honor. He stated that he sees this group and Fulton County as an “oasis” within the state. He stated that he served local government and knows what rains down from New York State. He stated that Democrats and Republicans in this County work “around it and through it”. Senator Tedisco stated that this Board of Supervisors has a great management person, Jon Stead, and gets the job done together. He stated that this is a “jewel of a County”. He commended his Chief of Staff Adam Kramer and staff person Jennifer Donovan for keeping him in touch with the local constituents. He stated that he is thankful for the opportunity to serve in this County and expressed that he will always be there for Fulton County.

He stated that he isn’t ready to retire just yet. He noted that former Senator Hugh Farley is a tough act to follow. He stated that this County has befriended him and let him understand what Fulton County is about He thanked the Board of Supervisors, Sue McNeil and everyone else that has assisted him throughout his time in the 49th Senatorial District. He expressed that Fulton County is not in his new district now, which saddens him.

He stated that next Monday, former Senator Farley turns 90 years old and told everyone to wish him “Happy Birthday”. He expressed that he will never forget Fulton County and the people that have helped him. He stated that you have a strong Senator [Senator Walczyk] coming in as the new Senator and noted that he will be a fighter for Fulton County. He stated that anything that he can do to work with Senator Mark Walczyk to help Fulton County, he is welcome to reach out. In closing, he stated “You can take Tedisco out of Fulton County, but you can’t take Fulton County out of Tedisco”.

DECLARING SEPTEMBER 18, 2022 THROUGH SEPTEMBER 24, 2022 “SHERIFF’S OFFICE WEEK” IN FULTON COUNTY pdf

WHEREAS, the Sheriff’s Office has been an integral part of the Criminal Justice System in New York State and in Fulton County, having been established in the State’s first Constitution in 1777, continued in every succeeding Constitution, and was one of our original Constitutional Offices upon the founding of our County; and

WHEREAS, despite changes in its function, status and powers during its history, the Office of the Fulton County Sheriff was established in 1838 and has been an essential component of our criminal justice community for over 184 years; and

WHEREAS, the Sheriff’s Office has evolved into a modern, professional, full-service law enforcement agency, manned by fully trained police officers, using state-of-the-art technology and applying the latest and most advanced theories and practices in the criminal justice field; and

WHEREAS, the dedicated employees of the Sheriff’s Office have duties that go far beyond the traditional role of “Keeper of the Peace,” and extend into many facets of public service, including maintaining the county jail, providing security in our courts, dispatching emergency services, and serving and executing civil process for our courts; and

WHEREAS, it is fitting to celebrate the historical contributions of the Sheriff’s Office and the significant role that its officers and support personnel play in our modern criminal justice system; now, therefore be it

RESOLVED, That the Board of Supervisors hereby recognizes the important services provided to the citizens of this County by all divisions of the Fulton County Sheriff’s Office, and hereby proclaims September 18 through 24, 2022 “Sheriff’s Office Week in Fulton County”.


DECLARING SEPTEMBER 2022 “RECOVERY MONTH” IN FULTON COUNTY pdf

WHEREAS, behavioral health is an essential party of health and one’s overall wellness; and

WHEREAS, prevention of mental and substance use disorders works, treatment is effective, and people recover in our area and around the nation; and

WHEREAS, preventing and overcoming mental and substance use disorders is essential to achieving healthy lifestyles, both physically and emotionally; and

WHEREAS, we must encourage family and friends of people with mental and substance use disorders to implement preventive measures, recognize the signs of a problem, and guide those in need to appropriate treatment and recovery support services; and

WHEREAS, an estimated 8.5 million American adults suffer from a mental health disorder and a substance use disorder, or co-occurring disorders; and, therefore be it

RESOLVED, That the Board of Supervisors hereby declares September 2022 “Recovery Month” in Fulton County, and

RESOLVED, That the Board urges citizens throughout the region to do all that they can to raise awareness about the availability of treatment options for mental health disease and substance abuse disorders


RECOGNIZING THE PUBLIC HEALTH DEPARTMENT STAFF FOR EXEMPLARY SERVICE pdf

WHEREAS, Public Health staff provide the community with the services it needs to protect our families, schools and businesses throughout the year in good times and bad; and

WHEREAS, the Fulton County Public Health Department staff have worked around the clock during the COVID-19 pandemic to protect the health and safety of Fulton County residents; and

WHEREAS, the staff at the Public Health Department were the leading health professionals working behind the scenes, and on the front lines to make an incredible impact during this unprecedented global pandemic; and

WHEREAS, it is fitting to recognize the outstanding team at the Fulton County Department of Public Health on the heels of National Public Health Week – April 4-10, 2022; now, therefore be it

RESOLVED, That the Board of Supervisors hereby expresses its appreciation to the staff of the Fulton County Public Health Department for exemplary dedication and determination during the last two years and for its important role in shaping the future for generations to come; and, be it further

PROCLAMATION HONORING COUNTY TREASURER EDGAR T. BLODGETT FOR DISTINGUISHED SERVICE TO FULTON COUNTY pdf

WHEREAS, Edgar (“Terry”) Blodgett stepped into his career of service to the County of Fulton on January 1, 2010; and

WHEREAS, Mr. Blodgett retired from the post of County Treasurer on May 7, 2021 with over 11 years of County service; and

WHEREAS, Terry’s terms of office advanced the Treasurer’s goals and contributed to a stable financial condition for Fulton County government, including 1) The introduction of modern electronic tax collection software, 2) Adopting a system to implement electronic credit card payments for property taxes, 3) Implementation of applications within the County’s new Tyler Technologies Financial Management System, 4) Introduction and administration of the new county-wide Hotel Occupancy Tax; and

WHEREAS, Terry was adamant about pursuing an efficient annual tax foreclosure process, including coordination of parcels for Operation Green Scene always sought to promote investment income to benefit County revenues; and

WHEREAS, Terry was a dedicated public servant, committed to helping his community improve its fortunes; and; and

WHEREAS, Terry took great pride in his Office staff, in being the County Treasurer and in working diligently to foster leadership as chief financial officer; and

RESOLVED, That the Board of Supervisors hereby expresses its gratitude to Edgar T. Blodgett for his distinguished service as County Treasurer for the County of Fulton.


PROCLAMATION HONORING DEPUTY CLERK OF THE BOARD TERESA PERRY FOR DISTINGUISHED SERVICE TO FULTON COUNTY pdf

WHEREAS, Teresa Perry, through her dedication and team attitude, distinguished herself administering the day-to-day matters of the Board of Supervisors; and

WHEREAS, Teresa stepped into her 37-year career of service to the County of Fulton in December of 1984; and

WHEREAS, her eagerness to accept every increasing responsibility offered to her, earned her advancement in County government; first as a Typist and Senior Typist in the Social Services Department, then Senior Typist in the Youth Bureau, and then to the Board of Supervisors as Secretary to the Chairman in 2010; and

WHEREAS, Teresa’s willingness to grow and expand her skills advanced her to the position of Legislative Aide in 2012 and Deputy Clerk of the Board in 2016; and

WHEREAS, Teresa took great pride in being a member of the Board’s executive staff and worked diligently to buttress Office professionalism at every encounter; and

WHEREAS, Teresa’s career may be most remarkable because she accomplished all her assignments while maintaining herself as a bright colleague and friend to everyone around her; now, therefore be it

WHEREAS, in 1902, Lina Rogers Struthers, RN entered a city school in New York City as the first school to provide service to four (4) New York City schools where absentee rates were among the highest due to communicable disease; and

WHEREAS, one year and 26 school nurses later, the absentee rate in the four (4) city schools had decreased by 90 percent; and

WHEREAS, National School Nurse day was established in 1972 to foster a better understanding of the role of school nurses in the educational setting; and

WHEREAS, the role of the school nurse has expanded to include that of educator, advocate, manager, change agent and care provider; and

WHEREAS, school nursing has developed into a specialized practice that promotes the academic success of students through collaborations with parents, school staff, physicians and the community; now, therefore be it

WHEREAS, Dante Bouchard passed the 2,000 point milestone for his High School basketball career during a Foothills Council basketball game on February 18, 2020; and

WHEREAS, Dante victoriously finished the game with a game-high 29 points pushing his career total to 2,014 at that point; and

WHEREAS, Dante was named to the “News Channel 13 Rensselaer Honda Boys High School Basketball All-star Team”; and

WHEREAS, his accomplishments cap-off a stellar career with Gloversville High School Dragons; now, therefore be it

WHEREAS, 2020 marks the 50-year anniversary of the establishment of the Wells Nursing Home; and

WHEREAS, Wells Nursing Home has a commitment to the community to provide quality short and long term care nursing needs; and

WHEREAS, Wells Nursing Home provides a home-like atmosphere striving to meet the physical, mental, emotional and spiritual needs of residents; and

WHEREAS, the Wells campus has evolved into a modern multi-disciplined skilled nursing facility, including a 100-bed skilled nursing home, Adult Day Health program and Outpatient Rehab services; and

WHEREAS, Wells Nursing Home provides 150 community jobs in the heart of Fulton County; now, therefore be it

RESOLVED, That in recognition of Wells Nursing Home’s 50 years of service in support and care of community residents, the Board of Supervisors hereby congratulates Wells Nursing Home, its administration, staff and residents.

Chairman Greene recognized that Wells Nursing Home is a good community partner and does a great job. 

Mr. VanSlyke thanked the Fulton County Board of Supervisors for the Proclamation.  He further explained that the Wells Nursing Home appreciated all the support over the years and that they will continue to provide excellent services and take a lot of pride in their facility.
