• Notice: The Fulton County Department of Motor Vehicles, along with all DMV offices in New York State will be undergoing a large scale systems upgrade in February that will require our office to be closed.

New York State is upgrading to the initial phase of a multi-year project to replace and modernize its dated technology systems. To implement this first stage of the upgrade, NYS is ceasing all DMV operations, including online transactions and their phone system at 2pm on Friday February 13, 2026. Due to this, Johnstown DMV will be closing at noon (12PM) on that day. The offices will then be closed for the Presidents Day Holiday on Monday February 16, 2026 as usual, and that Tuesday, February 17, 2026 for this upgrade. 

We have a planned reopening for Wednesday, February 18th provided we get the go ahead from NYS DMV that all systems are online. During this time, the state DMV will be migrating millions of records to the new system and complete the transition to bring this first phase of the upgrade online. NO DMV transactions will be able to be processed in house or online, nor will they be answering phones. We will plan on being open, unless otherwise notified by the NYS DMV, on Wed. February 18th at 9am as usual. We will notify if we hear differently.
